Qorilazo Noticias:El decano del Colegio de Economistas del Cusco Abel Gonzales, señalo que en las municipalidades como Chumbivilcas y Espinar, donde se tiene ingresos tanto por el canon gasífero como por canon minero es deficitaria la eficiencia de gastos del presupuesto.
“Chumbivilcas por ejemplo ha tenido un presupuesto institucional modificado este año, de 155 millones de soles, prácticamente el triple de hace dos años y hasta el momento no se evidencian obras que atiendan las necesidades básicas de la población, seria momento de convocar a expertos en gestión para que pueda ejecutarse las obras que espera el pueblo “, sostuvo.
Preciso también que en Espinar el avance del gasto presupuestal es mínimo y tiene graves problemas como un buen servicio de agua potable. Cabe precisar que la municipalidad de Espinar ahora tiene a diferencia de lo que ocurría en el siglo pasado buena cantidad de dinero, pero por ejemplo su servicio de agua potable es de apenas dos horas al día.
También el decano del colegio de Economistas del Cusco preciso que, a 16 años de recibir el Cusco, el canon gasífero no se muestran resultados concretos en obras, atención de necesidades y crecimiento económico a nivel de toda la región.
Y frente a la poca eficiencia de gastos ahora hay la amenaza del Gobierno Central que quiere tocar los saldos de balance de gobiernos regionales y locales, correspondiente a los ingresos de canon y sobre canon.
“La amenaza esta echa, fue lanzada por el ejecutivo y podría concretarse con el presupuesto destinado para este año, hay que señalar que de acuerdo a ley únicamente se devuelve al tesoro público los recursos ordinarios, esto hasta el 2019”, señalo.
Sin embargo, se pretende que esta norma, abarque también los recursos determinados, vale decir los fondos del canon y sobre canon, es decir la modificación de la norma abarcaría todas las fuentes de financiamiento de municipalidades y gobiernos regionales.
El profesional dio a conocer que a nivel nacional el ejecutivo hasta la fecha ha ejecutado únicamente el 39.6% del presupuesto general, las regiones en forma global ejecutaron el 38.9% y los gobiernos locales un 29.5% la cifra es sumamente baja, especialmente de los dos últimos niveles de gobierno.
“El nivel de avance presupuestal del Gobierno Regional y las municipalidades, a estas alturas del año, ya no se podrá incrementar más, sobre todo si se pretende una ejecución con eficacia”, dijo.
