El mapa político en Cusco cambió. Cuatro de trece alcaldías provinciales, catorce de 98 sillones distritales y, al menos, cuatro consejerías obtuvo Democracia Directa. El partido de la “casita” se convierte en la primera fuerza popular.
Democracia Directa ganó alcaldías provinciales en Acomayo, Anta, Espinar y Quispicanchi. Mientras que las alcaldías distritales que ganó están ubicadas dentro de Quispicanchi, Espinar, Paruro y Paucartambo, jurisdicciones consideradas pobres.
En la elección de 2014, Acuerdo Popular Unificado (APU) manejó cinco alcaldías provinciales, una treintena de burgomaestres distritales y nueve consejeros regionales. En aquel mapa político no aparecía por ningún lado Democracia Directa ni el movimiento Tawantinsuyo, que apenas contaba con un consejero por la provincia de Chumbivilcas, Jaime Gamarra. En el mapa actual, el grupo que ha desaparecido es APU.
Aunque el candidato regional de la «casita», Werner Salcedo Álvarez, no logró pasar a la segunda vuelta, ocupó un expectante tercer lugar cuando casi nadie lo pensaba. Obtuvo 59 330 votos (al 94.50% del conteo de la ONPE), 17 883 votos menos que Luis Wilson de Restauración Nacional, quien va al balotaje con Jean Paul Benavente García de Acción Popular.
Salcedo se convirtió así en un político representativo para aquellas localidades olvidadas por el Estado en el interior de la región imperial, principalmente en provincias altoandinas.
Segunda fuerza
Podría decirse que la segunda fuerza política es el movimiento regional Tawantinsuyo que ganó dos alcaldías provinciales, 13 distritales y posiblemente obtenga cuatro escaños en el Consejo Regional.
Las alcaldías provinciales de Cusco y Canchis recayeron en manos de esta organización. Sin duda, haber conseguido el sillón de la alcaldía de la capital del Cusco, con Víctor Boluarte Medina a la cabeza, es su mayor logro.
Otros grupos políticos
Los sillones de las alcaldías provinciales de Canas y Paucartambo recayeron en manos de Acuerdo Popular Unificado (APU), y de Urubamba y Paruro los manejarán alcaldes acciopopulistas.
Fuerza Inka Amazónica (FIA) manejará la comuna provincial de La Convención, Somos Perú hará lo mismo en Calca y el Frente Amplio administrará la provincia de Chumbivilcas.
Los partidos cuyos candidatos pasaron a segunda vuelta tuvieron pocos logros en la elección del 7 de octubre pasado. Acción Popularsolo cuenta con dos alcaldes provinciales y cinco distritales; mientras que Restauración consiguió el triunfo en 13 distritos.
Cabe señalar que, hasta el cierre de esta nota, había 95 alcaldes distritales electos. Estaba pendiente el conteo en los distritos convencianos de Pichari y Kimbiri, integrantes del Valle de los Ríos Apurímac, Ene y Mantaro (Vraem). Por la distancia y los inconvenientes de acceso y salida, las actas de votación no han llegado aún a la Oficina Descentralizada de Procesos Electorales de Urubamba. Mientras que, en el distrito de Quellouno, también en La Convención, hay un empate al 91.67% entre los candidatos de Restauración Nacional y FIA. Allí falta contar algunas actas.
