QORILAZO NOTICIAS: En Cusco, conocidos líderes antimineros buscan aprovechar los programas organizados por la Dirección Regional de Energía y Minas del Gobierno Regional del Cusco. El objetivo: distorsionar el contenido de los talleres sobre Procesos de Formalización Minera, Interdicción y Certificado de Operación Minera Excepcional (COME), que se desarrollan en los distritos de Livitaca y Velille (Chumbivilcas). Los autodenominados dirigentes han comenzado a fomentar “la minería artesanal” informal con el objetivo de enfrentar a la población con las mineras establecidas en la zona. En función de ese propósito organizan supuestas “federaciones de mineros artesanales” para confundir a la población.
Según informaciones locales, supuestos “mineros artesanales” estarían detrás de las protestas que se desarrollan en contra de las mineras Ares y Hudbay. Igualmente se acaba de conocer que hoy se desarrollará una reunión en Añahuichi (Chamaca), con algunos comuneros y representantes de la Federación Regional de Pequeños Productores Mineros y Productores Mineros Artesanales del Cusco, encabezada por José Camilo Acrota Huarcaya, con objeto de promover la minería informal y la participación de un supuesto inversionista de nacionalidad uruguaya. ¿Un inversionista sin derechos de propiedad ni contratos? El inversionista suena más bien al cuento de una ONG ambientalista.
¿Qué revela la nueva estrategia antiminera? Que el ambientalismo en contra de la minería moderna se agotó. Las poblaciones ya entendieron que el desarrollo de la minería se desenvuelve en armonía con el sistema ecológico del entorno. Asimismo, diversos convenios de cooperación voluntaria han sido firmados en las comunidades para organizar programas vinculados a la educación, salud, desarrollo productivo y fortalecimiento de las organizaciones sociales.
En este contexto, la población ya no cree en los mismos relatos que de paporreta se repiten una y otra vez para intentar soliviantarlos. Además, en las zonas de influencia minera el desempleo tiende a cero por las oportunidades laborales. La gente está ocupada trabajando para mejorar las perspectivas para sus familias.
En Velille, por ejemplo, los pobladores se han puesto firmes y ya no se dejan intimidar por los activistas que están tratando de incorporar nuevas “bases” a su movimiento. Ahora, los antimineros son rápidamente desenmascarados por los vecinos del lugar. Están alertas para rechazar cualquier insinuación relacionada con paros, manifestaciones, protestas y otros actos que buscan paralizar las actividades económicas. Ya no prospera la narrativa de las “heroicas jornadas de lucha”, impulsadas por falsos relatos sobre contaminación y explotación. Por eso, el movimiento antiminero ha cambiado de estrategia y busca promover la minería informal para enfrentar a los supuestos “mineros artesanales” con las grandes inversiones mineras.
El discurso de los dirigentes es claramente antiminero: “Trabajemos nuestros recursos y evitemos el ingreso de las transnacionales que contaminan y se llevan los recursos con el respaldo del Estado. Bótenlos a patadas de sus asambleas”. Uno de esos dirigentes es Jorge Acrota, quien pretende utilizar a las personas que asisten a los programas de orientación y capacitación organizados por la Dirección Regional de Minería. El “dirigente”, además, despotrica del sistema, del libre mercado y de la democracia.
Para entender el daño que causa la estrategia antiminera en el Perú es necesario considerar ciertas cifras. Según ha indicado el ministro de Energía y Minas, Francisco Ísmodes, existen US$ 14,021 millones de inversión en 12 proyectos mineros que se deben ejecutar el 2018, proyectos que contribuirán a seguir reduciendo la pobreza en las zonas mineras. Renta, canon, regalías, fideicomisos (fondo de adelanto social), divisas por exportaciones, convenios voluntarios destinados a promover programas sociales y económicos y trabajo indirecto que promueve empresas familiares de bienes y servicios, están contribuyendo enormemente a transformar la situación de la serranía andina.
